O'Toole, 26, has netted 41 times in 39 Windsor FC appearances, including 35 Premier Division goals, since arriving at Stag Meadow during pre-season.
The former Uxbridge forward bagged a hat-trick at Molesey in late August and scored four during the fledgling club's historic 11-0 win against Banstead Athletic on 1 October.
Windsor boss Keith Scott also snapped up ex-Windsor & Eton star Chennells following his release from Southern Premier Division leaders Brackley Town in December. And the pair have terrorised defences since, scoring a total of 40 goals in 21 games.
"Chennells is a great player," O'Toole exclusively told the Observer, "He works hard and is a great finisher. He's one of the best strike partners I've been with.
"Even though he hasn't been here as long, his goals to games ratio is good, if not better than mine.
"I feel really confident when I play with him. We work really well together and hopefully we can continue to do that."
O'Toole went on to pick out his overhead kick against Raynes Park Vale in December as his most memorable finish.
"There have been a few good goals I've scored this year," he continued, "my overhead kick stands out for me most. It felt really good as soon as I hit it and we went on to win too.
"Obviously, it's been a decent season for me personally and I just hope to carry on scoring for Windsor."
O'Toole and Chennells will both be in action against Combined Premier champions Guildford City at Stag Meadow this Saturday (3pm).
